Save Moab Update: Tell the BLM to Comply with the EXPLORE Act and Reopen Trails

Since the closure of over 317 miles of trails in Moab in 2023, BRC continues our legal challenge in federal court. With the passage of the EXPLORE Act and new executive orders, BRC believe the BLM is no longer in compliance. BlueRibbon's legal challenges to the closure of over 317 miles of trails in 2023 is ongoing as we're still awaiting the court's decision. But we're now also calling on the Bureau of Land Management (BLM) to reevaluate travel management plans in Utah that have resulted in massive closures of motorized routes. These closures are out of step with new federal laws and policies.

Thanks to the passage of the EXPLORE Act and executive orders such as “Making America Beautiful Again," federal land agencies are now required to expand motorized recreation opportunities, not restrict them. These directives are clear: public land management must prioritize access and recognize the importance of motorized use for recreation, local economies, and public land stewardship.

However, the BLM’s travel management decision for the Labyrinth Rims Gemini Bridges area near Moab flies in the face of these policies. This decision closed 317 miles of roads and trails in one of Utah’s most iconic multiple use landscapes. BRC is currently challenging this decision in federal court, but litigation alone is not enough.

It is time for the BLM to follow the law. The agency should be proactively reevaluating travel management decisions, especially those made under outdated assumptions or political pressure from anti-access special interest groups. Labyrinth Rims/Gemini Bridges should be the first area they revisit.

These closures removed access to scenic overlooks, dispersed camping areas, hunting grounds, and routes historically used by off-road enthusiasts for decades. Many of the routes closed in this plan were are being litigated as RS2477 routes by the state of Utah or are low impact spurs or legacy roads that allowed families, seniors, and those with mobility limitations to enjoy the beauty of Utah’s backcountry.

BRC is launching a petition demanding the BLM reopen this plan and bring it into compliance with the EXPLORE Act and current executive directives. We need your voice to show the BLM that Americans care about keeping their public lands open for responsible access.
