OPERATION : ACCESSIBLE

Across public lands, decisions to close trails, decommission routes, or restrict “motorized use” make large swaths of the outdoors unreachable to people who rely on motorized vehicles. Those decisions, generally made without assessing their effects on Americans with physical limitations, exclude these users entirely.

Operation:Accessible is BlueRibbon Coalition’s initiative to expand access rights to public land recreation. Our efforts focus on advocating for individuals with impairments or limitations, realizing that motorized access is often the only way for them to experience trails and outdoor spaces we love. By promoting policies that eliminate discrimination and enhance accessibility, we ensure public lands are truly for everyone.

No American should be shut out from public land experiences because they can’t hike many miles or traverse rugged terrain on foot.

Meet Timothy

Timothy is a triple-amputee U.S. Marine Corps Veteran who ended is career earlier than he wanted when he stepped on an IED in 2011. A once avid hiker and backpacker, scaling mountains across the world, Timothy now finds joy in off-roading which allows him to continue exploring the outdoors

Meet Roger

Roger is 87 years old and loves the outdoors. He skied until he was 75. Windsurfed until he was 80. And when he was 82, he bought a Jeep which has allowed him to continue enjoying the outdoors. Roger has been exploring our public lands for over 70 years. And he sure aint stopping now…

Access for All

Outdoor Americans with Disabilities Act

Public lands are held in trust for all Americans. One of the most common complaints we receive when public lands are closed to motorized access is that those who rely on vehicles can no longer enjoy public lands that they had access to.

BlueRibbon Coalition has worked closely with congressional offices to draft the Outdoor Americans with Disabilities Act— which was reintroduced to Congress in October of 2025. This bill would create strong new protections for recreation access ensuring Americans with disabilities can meaningfully access and enjoy our public lands.

The Outdoor ADA is more than legislation, it’s a reaffirmation that access should never be limited by mobility. BRC will keep fighting so that every citizen can enjoy the beauty of America’s outdoors, regardless of ability.

“Just Walk”

When our trails and routes are closed to vehicles, one of the arguments from supporters of anti-access organizations we hear the most is, “The trail is not closed, just walk.” Well for some, “just walk” isn’t an option.

We created a shirt to help raise awareness of our Operation:Accessible efforts. We’ve partnered with our friends at Offroad Outfitter for these 4.2 oz. 100% Airlume combed and ring-spun cotton shirts. A great shirt for a great cause! 100% of the proceeds are donated back to BlueRibbon Coalition.

Streamline Public Land Policies

Class 1 E-Bikes on Public Lands

BlueRibbon Coalition has been leading the charge to expand access for Class 1 pedal-assist e-bikes on public land trails where traditional bikes already travel. These bikes offer an accessible, low-impact way to enjoy the outdoors, especially for older riders, people with physical limitations, and families with young children who want to recreate together.

Unfortunately, outdated policies still ban e-bikes from too many trails, even when they pose no greater impact than conventional bikes. Policies are currently mismanaged through a combination of conflicting permissions and restrictions that create uncertainty and liability for E-bike users. This hodgepodge of policies is no way to manage access to our public lands. BlueRibbon Coalition’s legal and advocacy efforts aim to streamline access for all.

Monitoring & Local Engagement
BRC continuously monitors federal land-use planning across the nation, helping local members understand and respond to agency proposals that might limit access.

Cultivate Advocacy
BRC raises awareness and cultivates grassroots supporters to get engaged and comment on regulatory proposals that may improve or impede access.

Legal Action & Litigation
BRC’s in-house legal program reviews and challenges agency decisions that restrict access unfairly.

Legislative & Policy Advocacy
BRC advocates and lobbies for legislative reforms like the Outdoor Americans with Disabilities Act.

Serving members in all 50 states, BRC is a 501(c)(3) nonprofit driven by grassroots energy.
