Ice Cracking ATV Trail Proposal Adds 57 Miles of Legal Riding Through Two Minnesota State Forests

Minnesota riders have a rare chance to gain access to ATV mileage that already exists on the ground. The Woods and Wheels ATV Club and Becker County are proposing the Ice Cracking ATV Trail, and BRC is backing them. Comment in favor with the Minnesota DNR by Nov. 13.

Why you should submit here, even if you already have elsewhere!

We keep them honest. If everyone only comments through the government/agency site, we have to take their word on how many comments were received. By submitting through BRC, we create an independent record of our community’s response that can’t be buried or under-reported.

We protect your voice. If this fight ends up in court, having our own record of submitted comments means we don’t have to wait a year or more for a government agency to turn over documents. We can move quickly with proof that thousands of you spoke up.
We keep you in the loop. When you comment through our site, we can send you updates on what comes next. If you only use the government/agency site, you’re depending on them to tell you what happens next — and they won’t.

Double coverage matters. Even if you’ve already commented through the government/agency site, submitting through ours makes your voice count twice — once in their system, and once in ours. That way they know the OHV community is watching and tracking every move.

For years, BRC has been trusted to run action alerts like this. Thousands of members and supporters have used this system effectively to defend access to public lands. This isn’t about collecting your info — it’s about building the strongest, most transparent record possible to hold agencies accountable.

It isn't everyday that there are proposals to get more mileage opened up to the public for motorized use. Because we don't hear about it very often, it makes it all the more exciting when there are proposals to increase motorized access to public lands. The Minnesota Department of Natural Resources is taking public comments on a proposal from the Woods and Wheels ATV Club to enroll the Ice Cracking ATV Trail in the state’s OHV grant-in-aid (GIA) program. BRC supports the proposal and encourages riders and clubs to comment in favor before the deadline to support the Woods and Wheels ATV Club. Because of the work of this club and its members, access could be expanding in Minnesota.

The Woods and Wheels ATV Club is the local club proposing the trail, and Becker County is serving as the local government sponsor. It is a cost-share arrangement among the DNR, a local government sponsor, and a local club, and it funds the development and maintenance of trails for ATVs, off-highway motorcycles, and off-road vehicles. The volunteers in the club and the county officials who agreed to sponsor the trail deserve real credit for putting this together and BRC supports them in their efforts to create this new ATV trail.

What’s being proposed

  • Enrollment of about 57 miles of existing roads and trails in the GIA program for Class 1 and Class 2 ATVs.
  • No new trail construction. Everything in the proposal is already on the ground.
  • A route from Two Inlets State Forest east toward White Earth State Forest, connecting to a broader network of OHV trails.
  • GIA funding to maintain the existing trail system.

This is a common sense proposal, the trails already exist. A local club and a county government are taking responsibility for maintaining trails that riders already use, with the state sharing the cost. Both state forests the route connects are classified “Limited,” which means ATVs ride on signed roads and trails only and that is why this proposal is necessary because without it it's not a signed trail.

How to comment

The DNR will accept written comments through 4:30 p.m. on Friday, November 13, 2026. Use the tool below to submit a comment and show Minnesota riders our support to get this trail designated.
