Since 2001, BlueRibbon Coalition, along with various states, have been fighting the implementation of the Roadless Rule, which essentially designated 59 million acres of national forests as de facto wilderness through a regulation instead of an act of Congress. For the first time in 35 years, USFS is updating the management plans for the Blue Mountains region in Oregon and Washington. Initial plans propose to stop issuing recreation residence tract permits, consider over 700,000 acres for Roadless Areas, and only maintain a fraction of the already-established roads.
