In January 2025, during the final hours of the Biden administration, the Bureau of Land Management (BLM) released the Henry Mountains and Fremont Gorge Travel Management Plan (TMP). This plan designates 1,642 miles of routes for year-round use and closes approximately 612 miles of routes to motorized vehicles, including off-highway vehicles (OHVs), trucks, and motorcycles, within the 1.45-million-acre planning area in Wayne and Garfield counties, Utah.

The TMP does not align with the objectives of the EXPLORE Act, enacted in January 2025, which aims to enhance public access to outdoor recreation and improve management of public lands by expanding motorized recreation specifically. The closures imposed by the TMP are seen as contradictory to the EXPLORE Act’s goals of expanding recreational opportunities and ensuring equitable access to public lands.
In response to these closures, Representative Celeste Maloy (UT) introduced legislation to nullify the Henry Mountains and Fremont Gorge TMP, citing concerns over restricted access and diminished recreational opportunities. The proposed bill seeks to prevent the implementation of the TMP and maintain access to these public lands for motorized recreation enthusiasts.
