Public Lands for Everyone
At BlueRibbon Coalition, we’re leading the charge to expand access for Class 1 pedal-assist e-bikes on public land trails where traditional bikes are already allowed. These bikes offer an accessible, low-impact way to enjoy the outdoors, especially for older users or those with physical limitations. Unfortunately, outdated policies still ban e-bikes from too many trails, even when they pose no greater impact than conventional bikes. BlueRibbon Coalition fights the legal battles and generates grassroots advocacy to open more public lands for all.

Expand Access
Preserve the Experience
E-bikes are a vital access tool for older riders, people with physical limitations, and families with young children who want to recreate together. These bikes expand access while maintaining the spirit of non-motorized trail use. Class 1 e-bikes are low-powered pedal-assist bikes with no throttle and limited speeds, making them appropriate for shared-use trails without degrading the user experience.

Streamlining Public Land Policies
E-Bike access on public trails is currently mismanaged through a combination of conflicting permissions and restrictions in a policy environment that creates uncertainty and liability for E-bike users and the E-bike economy.
Recently, The National Park Service adopted agency-wide regulations to give Park Supervisors discretion to allow E-bikes on existing trails that are open to other bikes. However, almost all MTB trails on USFS lands are closed to e-bikes. Individual BLM offices are using their own discretion to allow them on MTB trails.
This hodgepodge of policies is no way to manage access to our public lands. BlueRibbon Coalition’s legal and advocacy efforts aim to open more public land to e-bike access.

About BlueRibbon Coalition
Since 1987, the BlueRibbon Coalition (BRC) has fought to preserve recreation access to America’s public lands. Serving members in all 50 states, BRC is a 501(c)(3) nonprofit driven by grassroots energy. We work across all outdoor recreation sectors—4×4, ATV, snowmobiling, UTV, watercraft, e‑bikes, and more—to ensure every adventure is possible .
We’re among the few national groups with a storied history of defending access in court—including a U.S. Supreme Court victory— to preserve recreation on public lands.
Every dollar and membership helps us:
